Gunning for multiple PNPs... possible?

Okay, so I'm trying to get to Canada with 441CRS points, which is obviously not enough for plain EE, so I have to try to get a provincial nomination. Nova Scotia, Ontario or Quebec are fine for me.

But I have no idea am I allowed to try getting a PNP for all three?
Can I, for example, apply for Quebec and Ontario at the same time, and then cancel one of them later on when I make up my mind?

FYI Ontario is closed until the end of the year.

Yeah, I do realize Ontario is closed, which is why I'm also trying for NS and Quebec.

You can apply to all provinces and accept just one nomination. The thing right now though is a lot of them are closed
