Do they have to follow a certain format?

Anything specific? Or do people just write what they know and believe about the relationship?
 
these are not necessary if everything else is submitted as per the checklist.
 
We had one but it was more because we had to prove our plan of relocation to Canada after approval. We got a letter from my dad saying that he is willing to let us live with him until we get our feet under us and that he has offered us work in his family business.

it actually depends on the VO - for some it is compulsory, and for others it isn't. There is no format to follow, but it's a good idea that the person writing mentions few things: how they are related to you, how they met your spouse and yourself, what type of activities they do with you ( if for example they are friends that you met through a special activity), when they met you and your partner as a couple, etc - as many facts as possible.

There is no special format. In fact, it looks better if each person writes the letter in his/her own way.
