Guidance for Quebec Application

Hi All,
Can anyone guide me on the following points:-
1. Is education assessment or evaluation needed provided i already have assessment from WES.
2. Is birth certificate mandatory?
3. Processing time and fees.
4. Any minimum criteria to stay in quebec, once accepted.
5. Job prospects for IT and telecom provided we do not know French.
