Group of 5 sponsorship for my afghan brother living in India after rejecting of his student visa

hi i have started group pf 5 sponsorship for my bro, he us afghan living as refugee in india and the sponsorship was approved here in ottawa canada and now the application is sent to Inia processing office
my question is his student application was rejected last year 2021, that time he wasn’t refugee in india he was student and also the reason of rejection was stated that they are not sure if my bro will bet back to his country or not

is it possible to reject his refugee application or not? as IrCC has rejected his student visa app
does this effect his group of applications as refugee or not

There is no impact on his group of 5 application. Just note the refusal in the application.
