Great/grand parent from Quebec

The rules of citizenship by descent are bit hard for me to follow with all the ademendments, and I can’t tell if my Canadian connection being through Quebec changes things.

My great grand mother was born in Quebec.
My grand father was born in the US in 1927.
My mother was born in US in 1958.

My grandfather, as far as I know, never claimed Canadian citizenship as the first born outside of Canada.

Would it be possible for my mother or myself to apply for citizenship? I know she was French Canadian, but does anything change of Quebec isn’t a factor?

Basically under the current Citizenship act, citizenship by descent is limited to the first generation born abroad; only your grandfather would be a citizen by descent because he is considered the first generation born abroad. You and your mother can not claim because she would be considered second generation and you would be considered third generation.

Canadian citizenship is a status granted by the federal government, not by the province; so the fact that your great-grandmother was born in Quebec does not help or change the law for you.
