Great confusion about WES duplicate copy.

Hello guys, i am very confused about the 11jan update from OINP about duplicate copy from WES. I got pt notification on 04-jan-2016 , i have sent my application on 28-jan-2016. Ontario will receive my courier in a day or two. I have attached WES ECA soft copy print out with the application. Now i have the following queries :-

1) I got the pt letter from OINP on 04-jan-2016 before the 11 jan update about duplicate copy , will i have to submit duplicate copy even though i got pt letter before the 11 jan update. In short is it now mandatory to send the duplicate copy for everybody now ?

2) If it is mandatory , should i order the duplicate copy right away or wait for them to ask for it ? WES charges for duplicate copy are 75$, correct me if i am wrong.

3) Do i have to order duplicate copy for OINP only or add another copy for CIC as well ?

4) Somebody told me they refund some amount paid for the duplicate copy later on. Is it true ? If yes how much refund they give ?

Please help me with my doubts guys. Thanks in advance.

A:Yes

A: IMO, it doesn't matter as long as MCIIT gets a duplicate copy or access to it. Yes, its true that they charge C$75 initially but payback some C$28-30 eventually because of some system limitations (i guess).
3) Do i have to order duplicate copy for OINP only or add another copy for CIC as well ?
A: You just order and choose MCIIT as a recipient, they'll take care of the rest.
4) Somebody told me they refund some amount paid for the duplicate copy later on. Is it true ? If yes how much refund they give ?
A: Yes as mentioned above.

The charges for a duplicate wes report package are CAD 30 for cic, cad 30 for oinp plus postage and tax . If you order this you get refund for CIC as the fee is already paid for CIC with initial evaluation.
If your application was received by OINP after 11th Jan,the duplicate report needs to be ordered.But you may still wait for a mail from OINP.

Duplicate report for OPNP from WES should be hard copy delivered through Domestic Overnight

Ensure that you mail all your details to ontario.

Please follow the procedure

1) Place the order for a duplicate Report on the WES website and also add Additional recipient (i.e OINP) -- Charges will be CAD 75 for this
2) Log out from your Account and wait for about 10-15 mins (This is an imp step else your next payment of CAD 20 odd will not show)
3) Log in again and go to Modify your order,

There select Domestic Overnight and pay the fees. Once the payment is accepted you will see the total on your payment change to CAD 96.

People on this forum are paying CAD $75.71 and when WES sees that intended recipient is OINP, they keep just $30+ $4 tax = $34 and refund the rest (or people email WES customer support and they initiate the refund). Not sure why you are paying them $96 !!

And WES knows how to deliver reports to OINP, they do it hundreds of time every week so we need not tell them how to deliver it.

I shared the info for you to take a decision.

Basically it's highly illogical and makes no sense.

OPNP can directly access WES and check the authenticity.

Already each one of us spent money for WES ECA.

If OPNP can directly access WES and we already sent a copy of ECA with OINP package then why did you spend $96 more my friend ? . And why is OINP asking applicants on it's website to send ECA directly from WES ?

CIC can access our reports directly from WES, but for OINP we need to spend $34 change before WES grants access to OINP.

In most cases, people who paid $75.71 didn't ask for a refund , WES itself initiated the refund of the overcharged amount.
