let me clear you that GRE is required for Science, Engineering and related courses at Masters & Ph.D level.

for Business, Management and Commerce related courses GMAT (Graduate Management Aptitude Test)is required.

If you have already taken GRE, you can check the equivalency of your GRE Quantitative score with GMAT
In some rare cases they accept it but if you did not take the test yet than take GMAT because they will usually ask for it.

Search all Universities you will find business programs that do not require GRE or GMAT like University of Windsor, Masters of Management. I think some programs of University of Regina also do not require GRE or GMAT.

It would be better if you can take GMAT that will increase your chances

but fact is that you can't apply to 10-15 Universities as each time you have to pay 100-150 CAD$ for application fee, and keep in mind that doing MBA in Canada is very costly , if you can afford then no problem,,, thumbs up,,..

admission depends purely on so many factors , so u can't take one factor into consideration while applying..

and also better to avoid Ontario province (from the point of view of PR, Settlement & Tuition and living affordability) , go for Universities in BC, Manitoba, Saskatchewan, Alberta.
