Graduated from Quebec, Any way not to learn French and apply for a PR?

Hello everyone ,

I graduated from McGill University (MSc. of Computer Science) a year ago and I have a PGWP until April 2016 , I've been looking for a job in the US and I received several offers from large IT companies but the H1B lottery didn't work out and now I have to come back to Canada in September (2014) to start looking for a job once again.

Learning french is not an option for me, is there ANY other way to apply for PR (e.g by starting a job in another province or WHATEVER it can be).

Is it REQUIRED to have WORK EXPERIENCE to apply for FSW or CEC ? Is it possible to be nominated in another province (e.g. Ontario) by starting a job there?

Yes - you need work experience to apply for CEC. Specifically one year of full time, paid experience in Canada.

Experience is required to apply for FSW as well (a minimum of one full year). But this experience doesn't have to have been gained in Canada.

Yes - you can certainly be nominated by another province provided you meet their nomination criteria.

Do you mean I can apply for a PR sooner than a year (like only in a few months or even by starting a job and holding a job offer) even if I graduated from a Quebec University ?

(I found this program : International Student with Job Offer in Ontario which I believe lets an international student without a job experience, having only a job offer to apply for PR)

Is it true that it's more likely to be rejected for FSW and CEC if one is living inside Quebec ?

You don't qualify for the Ontario International Student with Job Offer program because you graduated from a university outside of Ontario. This program is only open to those who completed their education in Ontario.

Yes - you should expect to be refused for programs such as FSW (or at least run into significant issues) if you are living in Quebec when you apply. If you are living in Quebec, you should be applying for PR through the Quebec skilled worker program.

Yes - it may be possible for you to apply for PR before spending a year working in Canada. You'll have to research the various provincial programs to see what you find.

Who can apply as an international student?

In order to apply to Opportunities Ontario as an international student, students must:

+Have completed at least half of their studies in Canada, and have graduated or will soon be graduating from an eligible publicly funded Canadian college or university (students must send proof of graduation with their application).

+Have completed a minimum of a two-year diploma or degree program, while studying on a full-time basis. One-year post-graduate degree programs and certificate programs, which require a previous degree or diploma (which may have been obtained abroad), are also eligible.

+Have a job offer in a managerial, professional or skilled trades occupation (NOC 0, A or B). The job offer does not have to be related to the field of study.

+Have a job offer that is permanent and full-time and meets the entry level wage for the occupation, rather than the prevailing wage required for applicants in the General Category.

+Apply within two years of the date on which they received their degree or diploma, or in the alternative, during the last semester of completing their degree or diploma (in which case they will have to provide transcripts which indicate that they will be graduating at the end of the semester).

+Have legal status, if the prospective international student nominee is in Canada.

+Have received their employer’s approval letter, Joint Verification form signed by their prospective employer, and Pre-screen Position form.

+International students do not need to have any previous work experience. Eligible international students may apply for an approved position from within Canada or from overseas.

Well you have an open work permit. Get a job any where in Canada (preferably outside Quebec), work a year full time and then apply for CEC.

The reason i mentioned outside quebec is that though you can use Quebec experience towards CEC, you will have to find a new job outside quebec plus have to prove Intent of moving outside of Quebec to qualify, which might be a bit tricky.

Another option (though i am not absolutely certain about it yet). Quebec has two immigration programs. One is the QSW which requires advanced intermediate french and the other is Regular worker qubec program. The latter is points based but you should be able to qualify enough points without french if you have a Masters from Quebec.

I have heard of many stories - but current opinion is that when you go for CSQ (a prerequisite of any quebec PR program), it takes longer if you have zero french and might lead to an interview.

However, i have heard of cases of well educated experienced people with good profiles who got through with it without knowing french or knowing very little french that you might be able to pick up without much effort and answering the interview questions well.
