Graduate Cert. 1 year > PGWP 1 year > OINP International Student/FSW Stream.. Help!

Hi there everyone,

I really need your help with my plan for OINP. Basically, what I'm trying to do is to get PR after doing a 1-year study program in Canada and extend my stay through PGWP and secure a job in that period.

I know a lot of people say that the safest/easiest way to get PR is to do a 2-years study program and get PGWP for 3 years, but the thing is not everyone has that kind of money to sustain himself during his study.
(15K per year for living + 17K tuition for 2 semesters) x 2 = 64K CAD, that's a lot of money.

My age also will not help me to find a job by the time I graduate.

Here's brief information about myself:

  • I hold a Bachelor degree in Engineering, and I have 3 years of work experience all of which obtained outside Canada.
  • 27 years of age
  • Single
  • My money is tight.
What are my goals:
  • PR in Canada.
  • A study program that will lead me to a career in IT (Web App, Database, AI,..).
  • A job offer after graduation.
I haven't taken the IELTS exam yet, so I'm planning on taking it in September. Not expecting a fancy score though, 6.5~7 is my guess. After I do that, I will evaluate my degree from World Education Services. So by the end of September, I will have my IELTS results and the ECA for my degree.

So here's my plan:
  • Applying for a Graduate Certificate program from a Canadian college located in Ontario for fall 2020:
    (Durham, Humber, Centennial, Seneca, Fanshawe, Algonquin)
  • Completing the two semesters full-time program in 8 months(or in 12 months: 2 semesters + 4 months coop work term).
    (Now I have 6 months until I apply for PGWP and I can't work before that)
  • Start my job search in that period.

  • Applying for PGWP after 4 months of my graduation with or without a job offer.
    (Now I can work while waiting for a decision)
  • PGWP application got accepted after 30~91 days of processing.
Now I have 8~12 months to secure a job in my field of study if I haven't gotten any offer before that.

If I got a job offer that has all the needed requirement at any time in that period,

Here are my questions:

  • What are my chances of getting a NOI in:
    OINP International Student stream
    or
    OINP Human Capital Priorities stream - Federal Skilled Workers?

  • Does my work while studying count towards my overall Canadian work experience?

  • Does my work while waiting for a PGWP decision count towards my overall Canadian work experience?

  • Are there any fixed times for the opening and closing of the International Student stream or for the HCP stream? If yes, what are they?

  • How often these streams open in one year?

  • Does my plan lack any critical information that I need to beware of?
