Government Certified True Copies of Documents

Hello everyone,

im really hoping I can get some help from someone because I’m kind of freaking out.

I will be sponsoring my partner for his PR via inland common law sponsorship. He is from Panama and the immigration website states that we need government certified true copies for his documents. So that should be his Passport, birth certificate, and police record I think. We were just in Panama to get the record and BC. The BC has an apostille and many stamps to certify authenticity, but the police record only has one stamp on it. To certify his passport do we need to go back to Panama and make a copy of it there? Or is it implied as true based on the fact that it’s a passport that we could just make a copy of? Is the one stamp on the police certificate enough to be used as well?

I thought that the consulate in Toronto could do this but apparently they can’t and I misunderstood their website. We need to translate the documents with a certified translator in Ontario as well.
