My friend who is from the Philippines was granted her visitor visa to enter Canada and is scheduled to come next week.

She is worried though because she was reading on the Embassy website that she could still get denied when she gets here. That would be horrible especially since she and I spent quite a bit to make the trip possible. She has a return ticket scheduled to go back in 3 weeks.

How likely is this to happen that she would be denied entrance at the airport?

Unlikely to be refused, if she is just coming for a 3 week visit and it doesn't appear that she will be staying longer.
 
I think she will be fine ah... Just show the officer the return ticket if need be.. Canada needs tourists and visitors to help boost the economy too ;D
 
Once the embassy has approved the visa, it is VERY rare that a person may encounter any problems at port of entry. Even if an officer at the airport suspects anything, he would still assume good intentions, given that your friend has a return ticket.
