Got refusal from canada and received this email after LOE please help

Hey friends recently my visa got refused by Canada visa officer due to some reasons and I have created a Letter of Explanation to justify that non of the reason applies on me. After sending that e-mail and webform today I received this email.

can anyone please help me to understand what it is about?

I applied on 26 feb for april intake. Unfortunately my visa got refused. I raised reconsideration resquest to ircc on web form . After couple of weeks i got same email as you got. Them i contacted delhi immigration office of canada by sending email. They said reconsideration may be delayed by ircc due to covid.then i reapplied again by arguing all the reasons they stated on my refusal letter.
So dont waste time reapply again and make strong SOP.

In order to re apply, did you withdraw the first application form or just applied again?

And should i wait for the decision of my LOE?
