Got PR through CEC while working on closed work permit in Quebec - can I stay?

Hi everyone,

I recently received PR through the CEC program (about a month ago). I have gained my work experience in Quebec and my plan was to move to Ontario once I get my PR. I received my eCOPR and later my PR card through the new virtual landing portal, the PR card was sent to my Quebec address with no problem.

However my situation changed somewhat recently, my employer here offered me a raise and a better position and I feel very reluctant to leave. I am confused about what to do, I am still currently on my temporary permit SIN (starts with a 9) and want to change to a permanent SIN and also apply for RAMQ but I can't figure out if I will be eligible or if there will be any issues.

To be clear once again, I am a PR and have my PR card. Being covered under the charter it seems I have the right to live/work whereever now that I have received it. However I don't know whether I can apply for a new permanent SIN with my Quebec address, or if I will be able to get RAMQ without a CSQ or if I will get a trouble later when renewing my PR card in 5 years.

What can I do? Can I just go get my new SIN and apply for RAMQ or do I need to go get an address in another province?

Thanks for this thread. I have also applied for my PR under the CEC program and was worried if even I’ll be granted PR or not because of my current residence in Québec. But you relieved my of this stress

You'll probably need to apply for a "Certificat de non-CSQ" to be eligible for RAMQ etc.

"Section 6 of the Canadian Charter of Rights and Freedoms applies to all provinces, including Quebec. Despite a more independent immigration system than the rest of the provinces, because of Quebec's advanced autonomy status, Quebec can not deny access to its territory under the famous Section 6 to Permanent Residents.

If you come from another province, it is not mandatory to have a "Certificat de Sélection du Québec (CSQ)" to apply for the health insurance card (RAMQ), or the driver's license, or to enroll in a university or post-secondary school.

You can even request a "Certificat de Non-CSQ" at the Quebec Ministry of Immigration, Diversity, and Inclusion (MIDI). This will be proof that you can present in the event that a public or private organization asks you to submit a CSQ."
