Got NOC B LMIA Can i apply for EE?

Hi guys, right now in India and got NOC B LMIA....has 2 year experience with same category..Can i apply for FSW express entry??
HOW do i know that this LMIA would give me a 600 points and would valid for EE??

as i heard, that LMIA has to b dual intent??..is that true?? how do i knw dual intent??

How much time it took to get your LMIA done? I am in same way as I applied in July 15.
