Is the BOWP dependent on the r10 or program eligibility pass or both?

Im a 20th Nov AOR, I got my BOWP approved but eligibility says still not started.

So you applied on Nov/20/2015 and you just got it today? That's a processing time of almost 5 months, I was under the impression that BOWP took three months or less to process.

They're AOR is Nov 20, they don't say when they applied for the BOWP.
