1. I was living in Canada and was working in Toronto, I was on Work permit. I got married after receiving my COPR in India (But did not complete my landing) I updated CIC about change in marital status. I had sent all the documents on 4 March 2019. How long do they take to re issue new COPR for me and my spouse? Can I go to Canada before I get my new COPR?? I have a job will loose If I don’t report to work in two weeks.

2. Can I go on Work permit and not complete the landing process and wait for my new COPR??

Any suggestions are highly appreciated.
 
If your immigrant visa was issued then all other visas have been cancelled. You cannot go to Canada without a visa, and you can't get another visa since you have the immigrant visa.

I think you just have to wait.

1. It will likely take 3-4 months after submitting all of the documents to get the new COPR.
2. Yes - however I believe you will need to obtain a TRV to travel to Canada. You won't be able to travel on your COPR - it's no longer valid.

The other visa(s) will only be cancelled when the applicant completes landing as a Permanent Resident.
