You can apply BOWP after your review of eligibility comes positive.when did you submitted your application ? What is your my Cic account said

Correct...
If you have submitted your application you should have you AOR.. with this magic number that before took more then 100 days to get it and now you get it in 30 seconds.... allows you to apply for BOWP...

AOR is not PER!
You can only apply BOWP after your "review of eligibility" turn out "pass"
then you are good to go!
