Got COPR after March 18 and currently residing in the US - can I enter Canada?

Hi folks,

I got my COPR after March 18 and am currently staying in the US - can I enter Canada now?

Given the answer from IRCC below, I assume I can?
"If your Confirmation of permanent residence was issued after March 18, 2020, and you are outside of the United States:

• You're not exempt from the travel restrictions measures, and
• You cannot travel to Canada yet."
