got an email from university of Ottawa

i today have received the following email from the university of ottawa. Does this mean i am almost admitted or still hanging between yes or no?

"It is my pleasure to inform you that the Department of Mechanical Engineering at the University of Ottawa has recommended your acceptance to the Master (by courses) program for the fall 2014 semester as a full-time student.

Please note that no financial support will be provided.

This is not an offer of admission. As soon as the Academic Administrator approves your acceptance, you will receive an official "Certificate of admission". This normally takes one to two weeks......."

i have got the final admission offer from university of Ottawa . its been 2 days since i received it.

i applied by mid feb. , deadline was 1st march. they replied exactly after 3 weeks
