There was a change in the page regarding proof of fund (http://www.cic.gc.ca/english/immigrate/skilled/funds.asp) over the weekend. Taking that into account now some stuff make sense. The changed paragraph says
"Unless you are currently authorized to work in Canada and have a valid job offer from an employer in Canada, or you qualify under the Canadian Experience Class, you must show that you have enough money to support yourself and your family after you get to Canada."
Please note that it say, qualify for CEC, not invited under CEC.
Many of us are qualified under both FSW and CEC, but invited under FSW. So we can conclude that as long as you only qualify for CEC, you don't need to show POF, regardless of the program under which you are invited.
Furthermore, we know while making express entry profile, if you are qualified under both CEC and FSW, regardless of the amount of fund you entered you are still ok for FSW. But if you are only qualified under FSW, then if the amount of fund is below the minimum requirement, then you get disqualified.
This shows the software behind the EE profiles, actually look at you CEC qualification. As long as it is met, then even with zero $ fund you are still eligible for FSW.
I think if this was not the case CIC could only add one line of computer code and make sure only people with minimum fund are eligible for FSW and save itself from a lot of applications which should certainly be rejected.
