Hello;

For consideration under global talent stream; do I need to apply for a U.S. tourist visa if I decide to apply from Buffalo, NY (across the border) where I may go for shopping (lets, say); for a company based in Toronto after my company gives me an approved LMIA related document?

What I learned is that I can safely go to Buffalo, NY and come back on a Canadian tourist visa?

Not sure your post is that clear but you need a US tourist visa to enter the US if you do not hold a US visa exempt passport. Exception would be if you plan to flagpole at the US border by not entering the US in which case you would not need a US visa but should ensure you have valid documentation to renter Canada.
