We're applying for a GTS LMIA for a someone highly qualified with a lot of technical experience , a PhD from a university from Oxford. We're a pre-revenue startup with ample funds to support the employee. We explained that we're a startup that is a pre-revenue, with sufficient funding to cover her (employee's) salary multiple times over. We have already hired several Canadian citizens, are about to hire 3 more in the next few months, and this new employee will be training these 3 employees over the coming months. We gave them attestations from our Bank, PD7A Statement of account, our plans to grow, our roadmaps, how the employee is going make sure that we can build our hardware prototype, etc. We have a solid LMBP where we're committing to multiple things to help grow talent here in Canada.

The genius agent we've been assigned all of a sudden is going off the script of what is required per the program requirements listed on canada.ca and is coming up nonsensical expectations like you need to have a contract / customer and revenue, you should gave specific schedules from the previous tax years. We explained to them that we just raised money in Jan, we did not have funds till the, and we are a startup, so we don't just get contracts willy nilly. Now the agent has disappeared and non-responsive.

Anyone here have experience dealing with this ridiculous system with what seems like arbitrary requirements? What is the best way to apply for a GTS LMIA? Any recommendations?
