I'm Canadian by birth, this woman is a Filipina who is 5 months into her contract in Canada. She lives a 4 hour drive from me. We've been able to be with each other most weekends, but it's getting tiresome and expensive to say the least. Since she only has 72 credit units she can't qualify under the new program where she could live out. We could marry and I sponsor her inland, but that adds a lot of risk and we also can't leave the country while the lengthy process is underway. I was thinking of just having her change employers so she's at least closer and then waiting it out. Could we move in together the minute she gets her hours to qualify for PR, or must she keep working at least until she gets her open work permit? What are our options here?

Changing employers is certainly one option. If she wants to change employers - then she needs a new work permit. To get a new work permit her new employer must first obtain a new LMIA.

She needs to live in until she receives her open work permit - otherwise she will be violating the conditions of the live-in caregiver work permit she received.

You could get married and sponsor her for PR using the inland method. Alternatively she could change her status to visitor (she would have to stop working) and you could applying her outland.
