@ vivek - I sent the refund request to scotia bank according to thier guide and got this reply---
"""""""Dear sir/madam,

Thank you for your interest in Scotia Bank's Student GIC Program.

In order to process your refund, Scotiabank Canada will require the following to be emailed to newaccount@scotiabank.com in a single PDF File.

a. The 3 pages refusal letter provided by the Canadian High Commission
b. The refund wire transfer form (See WebSite)

The subject line of your email should state the below:
*Refund Request - GIC number, Passport number, Date of Birth** *

Note: Upon receiving your request for a GIC Refund, Scotiabank seeks confirmation from the Canadian visa authorities in India. The transfer of money may only take place once your refusal has been confirmed.

Sincerely,
Scotia Bank GIC Program """""""

SO DO I NEED TO RESEND THE REQUEST ???

No need. If you submitted properly than don't need to send the multiple requests..
