GIC Refund

My wife Applying of Sept. Intake-2019 in Canada for Master In Public Health in Sault College, Ontario through EEC consultancy, Surat-Gujarat, INDIA. We're funding whole amount of student fees and also GIC in Nova Scotia Bank. Later, Visa are refused by visa officer bcz of her IELTS over all band only is 6 so after a time we're procedure for refund and we getting only student fees but our consultancy didn't have proof of GIC refund and Scotiabank also not responding well and didn't give Swift code. Last 3 months we're follow up with Scotiabank and Our Home branch but there's no money refunded by Scotiabank and nor recieve by our home branch. Please help me how to getting refund of GIC ?

What exactly is the issue? Have you followed the refund instructions from scotia and filled the refund form?

Yes, my agent will filled it August-2019 already but they told us that they can't follow up with GIC refund bcz of GIC only refund Scotiabank on students account. We're follow up Scotiabank in last 3 months and they said that we're already transferred your money in your account and here our home branch manager told they haven't received
