GIC from an African Country

Has anybody ever obtain a GCI from an African country like Nigeria, Cameroon? Most of those Canadian banks don't have branches in the above countries

In Africa, GIC is only available for students from Morocco and Senegal. If your country nationals are not eligible to apply under Student Direct Stream (SDS), then you cannot obtain a GIC as the banks offering this product restrict it to SDS-eligible countries.
