getting police clearence

I would like to apply for CEC. Im from India and i am on work permit since sep 2009 and i am wondering how can i obain a police clearence from India while i am in canada. Does Indian consulate in Brampton or Toronto would issue one. waht are the procedures. pLease advise me.

I am a registered nurse NOC 3152. My IELTS scores are reading 6.5, speaking 7, writing 7.5, listening 7.5. Is this enough for qualifying under cec. I got confused by reading somekind of benchmark requirements. Also i have to apply to buffalo or any other vo in states (LA,detroit). Pls help me. Also how to get started for applying CEC. i have applied for police clearence. waiting for your valuable reply.
