Getting Pasport for minor children Philippines

My fiance and I are getting documents in place for our spousal sponsorship Inland.

She needs to get passports for her 2 minor children and 1 18 year old that reside in the Philippines.

How can she do this if she is here in Canada and her children are in Philippines.

The father is unknown whereabouts.

Also how can she get permission to bring the children to Canada if father cant be found.

The children are living with her mother.

Here are the requirements for applying for a minor's passport.

For Minor Applicants (below 18 years old)

General Requirements:

1. Confirmed appointment (except for 1 year old and below) (you can make an appointment online)
2. Personal appearance of the minor applicant
3. Personal appearance of either parent (if minor is a legitimate child) / of mother (if minor is an illegitimate child) (Not applicable in your situation. Authorized guardian should go in you wife's place instead.)
4. Original Birth Certificate of minor issued by NSO.
5. Document of identity with photo, if minor is 8-17 years old (for first time and renewal applicant) such as School ID or Form 137 with readable dry seal. For minor applicants who never attended school, a Notarized Affidavit of Explanation executed by either parent (if minor is a legitimate child) / by mother (if minor is an illegitimate child) detailing the reasons why the child is not in school, is required
6. Marriage Certificate of minor’s parents duly authenticated by NSO
7. Notarized Affidavit of Support and Consent to travel from either parent (if minor is a legitimate child) / from mother (if minor is an illegitimate child)
8. Original and photocopy of valid passport of the person traveling with the minor
9. Photocopy of valid passport of either parent (if minor is a legitimate child) / of mother (if minor is an illegitimate child) or identification documents (Please refer to List of Acceptable IDs)

Additional requirements:

If both parents are abroad:

1. Affidavit of Support and Consent (ASC) executed by either parent indicating the name of the traveling companion (authenticated by the nearest Philippine Embassy or Consulate General). If minor is illegitimate, mother should execute the ASC.
2. Special Power of Attorney (SPA) with an attached photocopy of either parent’s valid passport (authenticated by the nearest Philippine Embassy or Consulate General) authorizing a representative in assisting the child to apply for a passport. If minor is illegitimate, mother should execute the SPA.
3. Original and photocopy of DSWD Clearance. There is no need to secure a DSWD Clearance if the minor traveling abroad has parents who are in the Foreign Service or living abroad or are immigrants, provided he / she is holding a valid pass such as a dependent’s visa / pass / identification card or permanent resident visa / pass / identification card which serves as proof that he / she is living with parents abroad.
4. Proper ID of the duly authorized representative (Please refer to List of Acceptable IDs)

Regarding your fiance bringing her children to Canada (Immigration), you will need to talk to a lawyer since Immigration Application forms for dependents require plenty of consent forms and documentation on her authority to bring the children into the country. Since their father's whereabouts are entirely unknown, it is advisable to obtain a court order which reflects these circumstances and gives the parent with custody the ability to travel without requiring the consent of the other parent.

No, you won't until CPC or their corresponding VO requests for them. May I ask what your fiance's current status in Canada is?

Her current status is tfw on closed work permit working in Alberta expires May 2016. I am living in BC she will come here the In Oct and we will get married shortly after.

So we want to make shure all documents will be ready.

Hope you can get all documents ready by then. Be informed that when your fiance's TFW visa expires she will have 90 days to apply for a change of status to visitor visa so she can stay in the country legally. If she is unable to do so she may need to leave the country which will cause problems for your application.

Her OWP will be here long before her old work permit expires may 2016
