I understand I need a letter from my country stating I've had the drivers license for XX amount of years and so on.

But will they give it to me within 60 days, even if I don't have my PR while we got to wait 2 months to get it?

Or how would this work out?

Thank you ahead of time.

I had a work permit so I had a license that the expiry date was linked to that. (Same goes with student permit holders.)

If you already knew that,

After I became PR I had to show at least my COPR in order for them to give me a 5 year validity license. Maybe someone can hear your story because it's totally the discretion of the person working at the registry, but most likely they will ask for suitable proof.
