For getting lmia number in caregiver programme does it necessary to have enough advertise for hire Canadian citizens nannies???if employer advertise and a Canadian citizens wants to work what happend if employer want to hire foreign worker?

Yes - the employer has to advertise the job to prove that no Canadian could be found for the role.
