Hi guys. I am currently a student on F1VISA studying masters, a major in Electrical Engineering in the US. I have 8yrs work experience. I want to apply for the express entry. My questions:
1. Do I qualify?
2. If yes, how do I proceed in applying?
3. The province to apply to?
4. Will I get accepted?
5. I have TOEFL, can I use it in place of IELTS?

1) By the sounds of it - probably yes as long as you have at least one year of paid skilled work experience.

3) You'll need to determine that by researching the details of the provincial programs. You can also apply through the Express Entry / Federal Skilled Worker program that isn't province specific.
