Getting a low-skilled job while on a tourist permit

Hi,

I'm just curious, is there any way to get a job while on a tourist permit in Canada? I've heard that there are 'LMIA agents', or something similar, who help find foreigners to fill-in low skill jobs such as food and beverage servers. Hope someone can enlighten me on this.
