I don't know how many know this. If you have your required documents to apply for work permit you can cross the border and when you enter you can show all the documents and get your work permit done on the spot. I'm not sure whether you need to pay $150 or not.
I went to US last month by that time my work permit was on progress, when I enter Canada I showed my LMO, my previous work permit and employer letter to the customs officer. They asked me whether I want the work permit immediately I said Yes!. They checked the status of my application and told me that it was already printed and couriered to me, as they said i received it in 2 days.
Before trying this call CIC and confirm it please and make sure you have both the visas Canada and the country you travel. I went thro Buffalo I had both US and Canada visa.
