To get a work permit, you not only need a job offer - your employer also needs to obtain an approved LMIA. To obtain an approved LMIA, your employer must first advertise the job for at least a month to prove no Canadian could be found for the role. Then your employer has to submit the LMIA application along with a $1,000 fee. Processing of the LMIA application typically takes 2-4 months and there is no guarantee of approval. Because the LMIA process is so long and expensive, most employers aren't willing to go through the process.
