Get Spouse to Canada via Express Entry : Number of family members + funds?

I'm a PR in Canada since July 2018 and i got married to my girl friend in November 2018 in India. My spouse, who's back in India, has sufficient points for express entry and so we decided to go this route instead of an outland sponsorship. Based on our research, we felt doing express entry would be much faster.

We received the ITA in the Dec 19th draw and while filing out the post ITA web form, the number of family numbers is asked (refer image). This is the webform just before the upload documents form.

We have no children and i'm already in Canada as a PR, we've mentioned in the application that the main applicant has a relative / spouse who is a a PR.

Which route should we take?
  1. Do we mention 2 as the total number of family members? This would mean that funds required would go up, even though she's coming alone and i'm already here.
  2. Do we mention 1 as the total number of family members? would specifying the fact that the applicant has a spouse in Canada be enough?
The preview score tool says the applicant is ineligible if : we set family members as 2, a relative (spouse) in canada as PR and show that funds to be less than 16,000.
