get PR after MS(PHARMACY) in canada

hey,
I am an Indian student currently planning to come Canada for further studies.Someone told me that i can straight away get PR of the state in which i m perusing my MS studies.Is it true ? really i dont need any job experience for the state pr ? (i m not talking about federal pr).
e.g. if i m studying master of science(pharmacy) in UOFwaterloo. during my course i m eligible for Ontario PR.? :

You cannot apply while you are studying. You have to wait until you have completed your Master's before applying for PR.
