GCMS notes say Eligibility has 'not started', but I received AOR over 14 months ago! How does this work? (Screenshot attached)

I am extremely confused about how to interpret the GCMS notes as it says my Eligibility has not even been reviewed. I received my AOR in June 2019, 14 months ago! So how could it be that they haven't even checked for eligibility?

Here's my timeline:
AOR: June 2019
Biometrics: Aug 2019
Medical req: Sep 2019
Medical Passed confirmation: Dec 2019
And nothing since then until I received GCMS notes this week.

Will my BOWP be refused because my eligibility is not passed? I applied a month ago.
