gc key account is blocked for 24 hrs plz help

my gc account is blocked for 24 hrs and i have to submit application today as eid holidays are approaching in saudi arabia is there any way out
can i make a new account n submit my application from there?
if yes do i have to fill 5257 again for the validation of form?

note; i have uploaded all the files only last final part was left of payment fees

You either start a new GCkey account and start everything again or you wait 24 hours.
