For the once's who are tight with money, how is it possible to work and be student at the same time? Is it 20 hours a week enough to make dead ends meet, How’s that feasible, plus to pass exams on time? What about the once’s who have just enough money to enroll themselves on studies, how they can get around all these costs of living there? Are there any subventions for destitute students?

No. International students are supposed to have adequate funds without relying on part time jobs.You probably would have mentioned that in your Visa application.

I would say a part-time job would be necessary if you unexpectedly become impoverished (e.g. your sponsor could no longer provide enough for you due to health/employment reasons). I think that 20h/week would be enough to cover your daily expenditure and part of your rent. However, it may almost never cover your tuition fees. Remember that a study permit (unless otherwise stated - e.g. work is part of your studies) expects you to only study, not study and work at the same time.
