I will tell you what i did in my case, i went to a special department at the police here which can officially take your fingerprints on a special form which is in english, you stamp this form after taking the fingerprints in the ministry of interior affairs and then in the ministry of foreign affairs, you write a cover letter including your name as in passport, date of birth, the reason you are asking for the clearance, for example the letter you got from your processing center, and your file number, you pay the fees if any are applicable.
