I applied for a 3-year PGWP after I graduated university in 2020. During COVID, I left Canada and received the work visa in my home country, which was given for the full length (expiring October 2023). However, I only got the WORK PERMIT paper when I reentered Canada in July 2022, and the work permit’s expiry date is April 2024, which is the expiry date of my passport at the time. If counted from the permit’s issuing date, my PGWP is shorter than 3 years. Can I still apply for an extension to get the full length even though I was given a 3-year work visa?

So you have a PGWP from 2020-2023, which was 3 years. So you got a 3 year PGWP which expires in October.

Then you got an extension so you are not on a PGWP anymore. The extensions were new policies by the government and are not the length of your PGWP. Need to check if you are eligible and it is up to 18 months.
