FSW vs. Express Entry

Hello!

My boyfriend is a computer engineer/programmer from Colombia, and has not yet started anything related to applications or tests (IELTS) or anything.

We're confused about whether he should rush and apply for the FSW as a computer engineer (2173, I believe), or if we should just get everything ready for the Express Entry in January 2015.

Any thoughts?

2173 is either already capped or is very close to getting capped, so even if you get started now chances are you won't make the cap. BUT, all the documents that are needed for current FSW are also likely needed for express entry. So I think it is best if you start gathering documents and getting tests and assessments done so that you are prepared for whatever would be the best option when you are ready.
