FSW - Reapplying after being determined ineligible - Any downside?

I was determined to be ineligible for the FSW program, but the reviewer did not seem to take into account that my application was for the PhD stream (I was ineligible because my primary occupation NOC was not one of the special ones needed for cat 1 applicants). Is there any restrictions or reasons why I shouldn't just fill out the application again and send it back, this time with more emphasis on the PhD stream?

Does NOC matter in the PhD stream? If not, apply! But I suspect that it does, the last thing Canada needs is a violent influx of random PhDs.

It matters in one sense - you need to have at least one year work experience in a NOC 0 A or B in contributing to the 67 points. But, according to the website, PhD stream applicants (those that have completed two years towards their PhD IN CANADA) are not required to have their NOC's fall into one of the special "eligible occupation" categories. At least - this is how I read the eligibility. My denial letter said I provided "no evidence" that I was in the PhD stream (I provided TONS of evidence!).
