In order to be eligible to apply under Federal Skilled Worker currently, your job offer must be accompanied by a government approved LMO (labor market opinion) with TMW (temporary work permit) OR an AOE (arranged employment offer).

Since you are already working in Calgary this can't be an AOE (in which you would only be eligible to start working in Canada once residency status is approved), so I can only assume you have a temporary work permit?

If your work is not in skill level 0, A or B then you are not eligible to apply as a Federal Skilled Worker. CIC are not currently accepting applications without a job offer. For the same reason your wife's work experience in the Philippines will also not qualify you to apply as FSW since the LMO/TWP or AOE must be for a Canadian employer.

Therefore I do not think it is possible for your representative to make made a valid FSW application on your behalf. CIO would just reject the application on sight of your job offer being unskilled.

Sounds like a dodgy representative to me.
