FSW Application NOC 1123 returned

Hi All,
I had applied under FSW NOC 1123 and my application reached Sydney with all Docs on 17th August 2014. Post which letter was framed by CIC stating i didn't have Birth certificate( whereas I had attached Affidavit) due to which my file was sent back, asking for missing document. This lettter was framed on 28th October2014 and reached to me by courier on 20th January2015, hence leaving me with notime to revert. Meanwhile there was no mail or communication during this entire period( I even checked my Spam Account too).
Just a small information that can i send this applied birth certificate reciept with my application to be considered under FSW which closed down on 31st december 2014??
If i can then how much time do I have to resend OR I need to apply under Express Entry only.
Please guide.

well applying for fswp now is certainly not possible. however you can check if there is appeal option available to you

Your application was incomplete and that's why it was returned to you. You can no longer apply under FSW 2014 since the program is now closed. You will have to apply under EE.
