Total ITA issued is little above 3000

But this include invitations to all categories

First & Second draw (Cutoff score upto 818) - All categories got inivited. Altogether 1600 ITAs
Third & Fourth draw (Cutoff score upto 735) - Only for Canadian canadian Experienced class invited

FSW ITAs included only in first two draws
That is 1600 ITAs / 3= 660 FSW ITAs

No that is NOT what the government has said. I quote :

"The Government of Canada recognizes the importance of immigration in fueling economic growth and is planning to welcome between 260,000 and 285,000 new permanent residents in 2015, an increase of approximately 19,000 planned admissions over last year."

51000 is the target allocated for FSW. Don't forget there is a large backlog of applications in progress from previous years, and that 1 application does not equal only 1 PR visa issued (dependants get them too :) ).

AFAIK FSW backlog now only contains applicants from 2014 fsw, which is not that much.
Also, EE processing time is 6 months, that means, that many of ITAs issued since July 2015 will be counted towards 2016 quota.

There was a separate quota for 2014. Once this quota was reached, some applications were returned. The 51000 quota is for fresh applications made in 2015. This 51 000 is also meant for the principal applicants and does not include dependants. It is 51000 principal applicants. CIC know what they are doing.

Dependants will obviously be admitted. What I am saying is that CIC meant 51000 principal applicants. Their dependants(if they have any) will also be admitted along with them.

Correct, most of the applicants are in the range of 300-350; certainly the cut off points will come down to that level, at least as low as 350.
There are not many applicants with LMIA/PNP. if you look at the recent draw points its 635 of which their own points is only 135 points,
obtaining LMIA/PNP is not very easy, hence those who are above 300 still do have a chance to b picked up. The cut off points would definitely come down in the coming months.

I believe you are mistaken buddy. If you read the link, it says Canada would be WELCOMING 47000-51000 FSW (including FSTs) candidates in 2015. Obviously, their dependents are not counted in this, however, accepting number of apps and welcoming them are two different things.

Thank you very much for the link Dan_and!!

It clearly explains the numbers AND specifies that

" Operational targets are based on the total number of persons covered by applications to be finalized...".

Again, thank you for helping clear up this very common misinterpretation.
