Incase of fixed asset shown as settlement funds, they would interview you and would like you to sell the land and then issue the visa. Though this is very generic answer, still it might be the case.

For the settlement fund, since you only have to present a bank certificate of deposit, maybe you can ask from a financing institution to lend you the amount stipulated in CIC site (amount varies depending if your single, family of 3, 4 or 5) and ask if you will only be charge of a certain interest on the lended amount and not paying the total..
Read the requirements of your Proof of Funds carefully and you will find that these funds must be YOUR OWN, they cannot be borrowed. They are intended to support you upon landing in Canada until you start earning. The amount required is a conservative figure and if you cannot save the amount you will find it a challenge to get your FSW. All the best.
Well I think you have some amount of money, even if its not the total of what is required of you and you believe you can generate such money in a year's time, then borrowing is not a bad option.
