There are some NOC's which would definately be full before you send application. Newly added NOC's you have a chance.

Nobody knows exactly when the caps will get filled. According to http://www.cic.gc.ca/english/resources/statistics/facts2009/permanent/22.asp there were 4,135 people getting PR in 2009 who were in health care and at skill level A. That includes not only skilled workers but people already in Canada applying under PNP or CEC, family sponsorship etc. and it also includes all skill A level health workers such as doctors, dentists, nurses, physiotherapists, pharmacists and many others. Therefore I think it unlikely that the 1,000 cap for physicians will be filled only 4 months after it was opened. Possibly it will not get filled at all.

There have been no news of any caps having been filled yet. One poster on here maintained that he was refused based on the cap for biologist having been filled and that was very soon after the caps were introduced but as he refused to give any further information, most thought it more likely that he was getting ready to apply under biologist and wanted to deter other people from applying to ensure that the cap would not get filled. I think that once caps start getting filled, we will hear about it. CIC may even post it on their website as there is no benefit for them in receiving multiple applications after a cap is filled and having to pay employees to open them and return to sender.

For weeks I have been watching your posts and finally decided to share my views.
Firstly, Canada processes all new applications based on new rules separately. This means that a different team processes these applications. There has been a delay in processes because of a re-alignment of resources. This is no queue. This means that each set of application will go into separate lines.

Secondly, David Cohen's office has advised that only 10% of applications have gone into process. Many of the applications are being returned and will be returned for minor reasons. This means that applicants will need to be extremely careful when completing applications.

Thanks
