From which Airport study Permit will be issued

I have booked my ticket from my home country to Montreal then my destination city Winnipeg.Will I get my
study permit at Montreal Airport or Winnipeg Airport?

I heard Study Permit is issued from Vancouver and Toronto Airport only? If it is true then I have to change my
ticket.Can anyone suggest me exact information in this regard.
