My parents were sponsored by my brother who lives in Edmonton in 2018 .currently they are visiting me in Toronto .There application is in background check stage(Police clearance and medical completed at Toronto and sent to New Delhi) .I would like to know if they need to go to Edmonton to get their Passport stamped for PR or can be done here ??? My parents and brother need to be at same location for the final stamp?

They will need to mail their passports to Ottawa. Your brother doesn't need to be there when they land.
